Toriyama was given the perfect opportunity to expand his character during the Buu Saga, but he made no real progress before being pushed out.
Trunks always had a hard time because he had to keep up with his future counterpart. While Vegeta's story is more directly tied to Goku's, Piccolo becomes an important part of Gohan's journey, helping Gohan grow as a warrior while also learning about compassion and friendship through their time spent together.

Another villain turned ally, Tien had his moments here and there, but wasn't relevant for long. There was a time when Tien and Goku were bitter rivals, with Tien able to challenge and stand as an equal to Goku. In the early series, he was generally considered one of the strongest characters, and it was great character development to see him and Chiaotzu reject their Master's teachings and try to live more balanced and just lives.
But we've all heard this song before. As the series progressed and more powerful threats emerged, Tien and the other human characters were unable to keep up. Tien contributed to the fight against Vegeta and Nappa, and Tri-Beaming Semi-Perfect Cell would have paid off if not for Krillin and Vegeta. Aside from a few notable moments, Tien feels like just another character thrown to the side.
Gohan
Gohan is one of the most beloved characters in the series, but there are many fans who are unhappy with his role and the way his character has been handled over the years.
